June 2019 Meeting Minutes


June 11, 2019

Opening:

Meeting began at 7:04pm

Attendance includes: Steve Chess, Jessie Hayles, Paul Brooks, Sandy Landau, Lori Meadors, Vanessa King

Guests: Ray – solar panel expert, Cliff and Denise Day, Andy Crocker

Approval of Minutes:

Paul motion to approve minutes, Lori seconds

Special Guest:

Ray works closely with solar panels. Provided information for creating a policy in preparation for inquiries that we have had within the neighborhood. Many HOA’s are drafting “flexible” guidelines that still maintain aesthetics. Refer to KC ordinance from 2015, for IBC (international business codes). Missouri does give HOA’s power to deny approval of solar panels. Average cost depends on usage per KCP&L, as well as efficiency of the home itself, roughly $15,000. KCP&L gives credit that is good for 12 mos. States that no HOAs that he has seen will approve ground mounted panels.

Of note: SWPOA Restrictions are in need of updating. Need a committee to work on this, should involve Don Roberts as ARC committee. Cliff Day has offered to help with this.

Administrator Report:

4 liens filed for lots 26, 57, 177, 193

Joinder signed for lot 93, to be filed

Several properties identified as Non-Members, possibly given joinders in 2010, but failed to file them…?

Moving forward, Jessie motion to enforce signing joinder on these properties for 2020 season. Paul seconds, all in favor. Will notify by letter in 4th quarter.

Spectrum bill increased – Jessie to call and investigate.

Pool:

Andy – Discussed possibility of installing cameras for enhanced security. We’ve had problems with vandalism in the past, people are still climbing the gate. Hinges have been replaced but will need hydraulic closure eventually, suggestion to install alarm if gate is open too long (ie: propped). Andy suggests 3 high quality cameras with placement to cover entire perimeter. Discussion re: who would have access to live feed etc.

Cliff - investigate lock/gate options

Paul – emergency motion up to $800 to repair gate/lock/hinges should they break. Otherwise will take the time to get quotes for installation. Steve seconds.

Jessie – request for $500 limit for day-to-day maintenance and things that need to be replaced/repaired.

Siding on pool house is nicked up badly, siding will need to be done at some point, gutters also beaten up.

Century Plumbing needs to be contacted re: fixing chemical room plumbing, in poor condition.

Lots of concrete crumbling around the pool deck. Health inspector mentioned the condition of concrete. Keep in mind for 2020 budget. Need to start getting bids for this.

4th of July parade in the works – will plan for June 30th, ice cream truck at pool.

Bordner to sponsor Luau in late July.

New Business:

Per Cliff – Found out that Spurck was to maintain retention ponds, however he has passed away. There is strong reason to believe that SWPOA can claim the land and maintain these areas, possibly cleaning them up. Or we risk someone else buying that land and building who-knows-what. Requests that we consider possessing these for roughly $600 in court fees.
