April 2020 Meeting Minutes
April 14, 2020
Opening:
Virtual Meeting began at 7:05pm
Attendance includes: Jessie Hayles, Steve Chess, Vanessa King, Dave Reyburn, Lori Meadors, Joe Folsom, Paul Brooks, Patrisha Dobbins, Jackie Griffin
Approval of Minutes:
March minutes not available for review at this time.
Administrator Report:
New debit card is now tied to checking
3 more payments received in April
Late fees – Steve would like to re-read the by-laws regarding charging late fees
Treasurer:
See financial report – checking and money market acct total $54,482.16
Given pandemic situation with county stay-at-home orders, all in favor for Lori to sign checks in order to pay bills on time
Pool:
Jessie to follow up with Rocky, re: concrete repair and opening duties.
Landscaping:
Fresh mulch down, all paid up.
Architectural Review Committee:
Dave has received paper files/documents from Don Roberts (previous ARC chair)
Has a request for composite decking, city permit needed
Has had issues with contractors telling neighbors they don’t need building permit, this is incorrect, some improvements actually need city permits (ie: anything built >30” off the ground)
Dog Runs are not allowed:
CC&R letter Z – … single dog run on a case-by-case basis as approved by “developer”/SWPOA
Dog run defined as “pen, chain-linked, concrete slab floor”
Dave volunteers to update restrictions and by-laws. We can then determine how to approve and implement changes

Need to send out newsletter, include info about pool opening, building permits etc
Dave to draft permit notification for neighbors
Jackie to organize and promote garage sale weekend
